1) What is the Winnipeg Housing
and Homelessness Inititative (WHHI)?
Canada, Manitoba and the City of Winnipeg signed
a Memorandum of Understanding (MOU) to address housing revitalization
in Winnipeg’s inner city and the homelessness situation in
Winnipeg.
The MOU established The Winnipeg Housing and Homelessness
Initiative (WHHI). The WHHI is a multi-year, multi-million dollar
tripartite initiative to address declining housing stock in designated
inner city neighbourhoods, and homelessness.

2) Where is the WHHI office
located?
WHHI programs and services are coordinated by the
three levels of government co-located in a “Single Window”
office at 361 Hargrave Street, just north of Ellice Avenue.

3) How does the single window
work?
The WHHI Single Window serves as a central location
for community groups and residents to access information on the
various government housing and homelessness programs. The WHHI Single
Window makes it easier for groups to obtain information and funding
from government programs on housing and homelessness.
As a "one-stop shop”, the WHHI Single
Window reduces duplication of government services and streamlines
the approval process. It is also designed to help foster improved
cooperation and information sharing between the various levels of
government and key stakeholders.

4) How does the WHHI work
with community groups?
WHHI staff work closely in partnership with community
organizations, the public, private and voluntary sectors. These
partnerships build on local expertise, encourage new and innovative
approaches and enhance existing community services and delivery.
Since opening in May 2000, WHHI staff meet
regularly with community and neighbourhood-based groups and residents
to help them come up with the best possible solutions for revitalizing
their neighbourhoods. The WHHI also works with a variety of public
and private partners, including:
• Neighbourhood-based and community organizations
• Non-profit housing groups
• Community Services Providers
• Professionals in the housing industry: planners, developers,
architects, energy & building systems providers
• Government officials
• Financial institutions

5) How are projects funded?
Funding to assist community groups with their housing
and homelessness development projects is available under existing
government programs. WHHI programs target those most in need, including
low-income households, youth, Aboriginal people and seniors.

6) How are proposals reviewed
and/or approved?
Housing
Neighbourhood-based groups may receive assistance
to develop locally planned and delivered housing initiatives that
help revitalize designated inner city neighbourhoods.
Housing programs are delivered through the WHHI and
are funded by Canada Mortgage and Housing Corporation, Manitoba
Family Services and Housing, and the City of Winnipeg. These include:
- Canada-Manitoba Affordable Housing Initiative
(CMAHI)
- Residential Rehabilitation Assistance Program
(RRAP)
- Neighbourhood Housing Assistance (NHA)
- City of Winnipeg Housing Initiative
Homelessness
Homelessness proposals are based on the Winnipeg Community
Plan 2007 - 2009. This plan ensures a community-driven and coordinated
effort is in place to plan and implement homelessness initiatives
that help prevent or alleviate homelessness in Winnipeg.
